Stocktaking of Danish MFA’s approach to implementing “Doing Development Differently” in Danish development assistance





The stocktaking assesses MFA's status and lessons on implementing the agenda of DDD, covering approaches for adaptive and learning-based management and coherence across Danish supported initiatives and instruments. Undertaken with ODI/London. Includes interviews with staff across MFA, embassies, and multilateral representations.

Evaluation of Danida Multi-Bilateral Interventions





The evaluation will provide lessons for future use of the multi-bi instrument in Danish development assistance – that is, bilateral contributions through multilateral organizations targeting specific countries and/or programmes - with country studies in Kenya, Ethiopia, Somalia, and Bangladesh supplemented by broader surveys/data analysis. TJT Consult participates as part of the team led by Mokoro and leads the Bangladesh and Ukraine case studies.

Revision of Aid Management Guidelines for Ministry of Foreign Affairs





TJT Consult currently assists MFA in a follow-up revision to the most recent comprehensive system of guidelines that defines the processes, criteria, formats and requirements for plannning, designing, and implementing Danish development assistance, covering the bilateral assistance and parts of the multilateral assistance. Key aspects include updating methods of results resulting and use of core/earmarked funding, and addressing various gaps in the latest revision.

Development of results reporting methods for Ministry of Foreign Affairs





TJT Consult assists MFA in improving its monitoring and results reporting of the Danish development cooperation by developing reporting methods for new and special instruments, particularly funding for private sector impact investment funds, challenge funds, blended finance, and core/earmarked contributions to international institutions. Based on a needs-diagnostic across MFA’s units in 2020, TJT Consult works with MFA’s units and teams to jointly develop and test methods, identify and propose ways of reporting on OpenAid, and identify gaps and lessons-learned for improved results reporting. This will feed into subsequent MFA-wide training and reviews of results frameworks during 2021.

Support to the Ministry of Foreign Affairs regarding monitoring and results reporting





Danish MFA reports on the results of the entire Danish development assistance, managed through Embassies and headquarter departments, and covering the full range of instruments from classical bilateral assistance to challenge funds, private sector instruments, humanitarian assistance, and multitaleral assistance. To improve levels and quality of MFA's overall results-reporting, TJT Consult helped review each unit's status of reporting, challenges and lessons encountered, clarified instrument-specific monitoring and reporting challenges, and defined solutions for individual instruments and Danish MFA's overall monitoring and reporting. Recommendations on strengthening systems, human resources, and processes for results monitoring and reporting.

Process consultant - Formulation of Denmark's Kenya Country Programme, 2020-2025





The country programme targets green growth, governance and human rights, and peace and stability, through 18 partner organizations and programmes, and a budget of roughly DKK 1 billion. Over the course of one year, worked with the Embassy to support the strategy design process, develop strategic framework and coherence, context-, opportunity-, and risk-analysis; “Doing Development Differently”, and quality assured the 18 underlying project descriptions prepared by consultants and partners.

The country programme targets green growth, rural development, and governance. Prepared synthesis report on trends in Danish use of technical assistance personnel, like bilateral advisers, multilateral advisors, and sector advisors; an update on lessons on institutional capacity development; and identified strategic issues for MFA’s future use of advisers in support of development priorities.

Appraisal - Support to Good Governance and Rights, Ethiopia (2020) via engagements with UNDP and UNWOMEN





Appraised the programme, which includes funding for UNDP's "Governance and Democratic Participation Programme" and UNWOMEN, and conducted scenario and risk analysis with emphasis on major shifts in Ethiopia's context during 2018 and strategic implications for programme. Drafted appraisal report with conclusions and recommendations.

Mid-Term review - Danish Country Programme in Tanzania, focus on budget support and economic management





As member of the mid-term review team, TJT Consult's task was to review progress, results, and issues to address in Denmark's support to Tanzania's state budget (budget support), fiscal governance, tax enhancement via core-funding to Tanzania Revenue Authorities, and public financial management (PFMRPV).

Process consultant – Redesign of programme for support to the state budget and fiscal management of Tanzania





The programme covers support to domestic revenue mobilization and public financial management. TJT Consult redesigned the programme to introduce a sector budget support-based approach, linked to sector-level results, redesigned the overall Country Programme's theory of change and strategy, and drafted a new programme document.

Process consultant - formulation of Danish Country Programme to Myanmar





The programme covers support to the peace process, justice and human rights, sustainable private sector growth, and education. During one year, coordinated process and inputs from stakeholders, drafted overarching country programme document, ensured overall strategic coherence and theory of change, results framework and results management, and worked with sector experts to quality assure and ensure coherence of the sectoral components under the country programme.

Desk study - results-based aid approaches





Drafted desk study based on a literature review of donor experiences with use of results-based approaches to aid, linking payments with results-achievement, focussed on World Bank, Norad, and UK (DFID). Established main lessons and key issues to consider in any effort by Denmark to integrate results-based approaches to a larger extent.

Quality assurance and revision of the Kenya Country Programme





Worked with the MFA to support the Danish Embassy in fundamentally rewriting the Country Programme Document for the appraisal, including defining the strategic coherence, clarifying theory of change, revising results frameworks, and quality assurance of the 20 underlying project descriptions (development engagements) of engagement with partners that underpin the Country Programme (at roughly DKK 1,4 billion).

Team leader - Development of Guidelines for Danish Strategic Sector Cooperation (Myndighedssamarbejdet)





The Strategic Sector Cooperation provides project grants and sector advisers to promote partnerships between Danish public authorities and counterparts in developing countries, with aims to improve sectoral frameworks, development impcats, and commercial partnerships. TJT Consult worked with the then new Secretariat to develop the initial concept and drafted the very first guidelines and appraoch.

Process consultancy - Formulation of Danish support to Tanzania for fiscal management and the public budget, 2014-2019





TJT Consult reviewed Tanzania's macro-economic status, state budget, spending, governance, corruption, and political situation and worked with the Embassy to design the programme, including support for the state budget (budget support), strengthening of public financial management, and revenue enhancement (Tanzania Tax Revenue Authorities). The tasks included drafting the programme document (also overarching country programme), update the theory of change, context assessment, risk assessment, and results-framework.

Mid-term review - Danida Market Development Partnerships-programme 2017-2020, Kenya, Uganda, Ethiopia





DMDP is a DKK 340 mil. challenge-fund promoting partnerships on commercial activities with a development impact between private firms, NGOs, and public institutions. As member of the review team, TJT consult assessed DMDP's overall implementation progress, preliminary impact results, project selection process, fund management issues, and made strategic recommendations for DMDP's next phase.

Desk appraisal - Support to Private Agricultural Sector Support (PASS) Trust on Digitalization of its Services in Tanzania





PASS Trust provides financial and business development services to small and medium commercial farmers, farmer groups and agribusinesses in Tanzania. The appraisal gave an independent assessment of the proposed concept for digitalisation of PASS, its alignment with the PASS 5 years strategy, organizational implications, and services to beneficiaries.

Mid-Term Review – Danish support to Green growth and Employment in Kenya





TJT Consult did an independent assessement of the "green growth" programme, with separate reviews of its support to each partner, including Kenya Climate Innovation Center; the Business Advocacy Fund; TradeMark East Africa; Kenya Association of Manufactures; and Micro-Enterprises Support Programme Trust. In each case, progress against results was assessed, challenges identified, strategic issues defined, and strategic recommendations for next phase of the green growth programme were provided. This was conducted as member of the mid-term review team for the overall Kenya country programme.

Evaluation study - The commercial side-effects of development assistance,





Prepared a "brief" discussing the scope for the Danish private sector to gain commercial effects from Danish development assistance, based on a literature review of available evaluations and interviews. Published as a Danida Evaluation Study.

Process Consultant – support start-up phase of the Business Environment Support Foundation (FAN), Mozambique





FAN is a challenge-fund promoting a responsible and sustainable business environment, with support-windows for service delivery, advocacy, public-private sector dialogue, and international business partnerships. Over a period of 1 year, TJT Consult supported FAN in its upstart stage, through strategic sparring with the FAN Management, workplan strategy, induct new staff to FAN business plans and manuals, further develop Operations Manual, results-frameworks, and risk-management; design TORs for market-surveys and baselines; work with FAN staff to review grant-applications and support PSOs to design and follow-up on projects.

Process consultant - establishing the Business Environment Support Fund (FAN) as national foundation, Mozambique.





A 4-years project developing Mozambican private sector organizations' capacity for advocacy and servicing members was transformed into a foundation with a mission to promote a responsible, sustainable business environment. TJT Consult supported the transition through designing the future funding structure (service delivery; advocacy; public-private sector dialogue; and international partnerships); coordinating the transition process; identifying and helping address gaps; and facilitate development of the foundation's Business Plan, Operations Manuals, Results Framework, and risk framework; prepare work plans, budgets, and job-descriptions. The support was provided over the course of 1,5 years through intermittent inputs.

The B2B provided grants for partnerships between Danish and local firms in developing countries. TJT Consult supported Ministry of Foreign Affairs' Evaluation department in overall management of the Evaluation, which was conducted by an external evaluation team. This included reviewing the evaluation team’s proposed methodology, assess quality of evaluation findings, advice and sparring with Evaluation Department on the substantive issues and evaluation results.

Based on the appraisal, the project document was rewritten with emphasis on strategic considerations and justification, theory of change, results reporting, social and environmental safeguards, and risk management measures including results monitoring and capacity development.

Appraisal - first Danish contribution to the Nationally Appropriate Mitigation Action (NAMA) Facility under the Climate Envelope





The NAMA Facility was established by Germany and UK/Department of Energy and Climate Change to deliver on the developed countries' commitments to finance climate investments in developing countries. TJT Consult worked with Danish MFA and Ministry of Environment to appraise the first Danish contribution to the NF, with focus on the NF's strategy, theory of change for "transformative projects", and institutional management set-up, funding windows, and results framework and monitoring system. Visits to DCED/UK and GIZ/KfW/Germany, 3 weeks.

As part of the MFA-led appraisal team, appraised the proposed Danish core funding to GGGI, with focus on GGGI’s strategy and work-streams, governance, institutional structure; country-level operations; monitoring and risks. Responsible for drafting key sections of appraisal report and main drafter of overall summary report, 4 weeks, South-Korea and Mongolia.
